Dongin FC beat Delong Yameng FC; Solung United hold Golgi Bote FC

ITANAGAR, Aug 09: Dongin FC beat Delong Yameng FC 4-2 in a group match of the first ever Solung Football Tournament organized by Solung Festival Celebration Committee Itanagar (SFCCI) at DNG College playground here today.

The match was evenly poised in the first half with the score 2-2 in the interval. However, Tami Pangu’s double strike in 52nd and 60th minutes gave Dongin FC the much needed win.

Later, Tami was Player of the match.

Earlier, the match played between Solung United and Golgi Bote FC ended in 2-2 draw.

Taja Bonung scored both the goals for Solung United while Okiling Modi and Kajing Ratan were the scorers for Golgi Bote FC.

Kajing Ratan was adjudged player of the match.

Solung United FC will take on Minam FC tomorrow at 3.30 pm.

Sonam encourages students to study hard

ITANAGAR, Aug 09: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam today visited the Government Middle School, New Market, Aalo and distributed school kits to the children of registered workers as part of Board’s ongoing awareness campaign.

Speaking on the occasion, Sonam encouraged the students to concentrate on their studies while informing that the state government under the leadership of present Chief Minister Nabum Tuki is taking keen interest in education sector. He also suggested them to take advantage of various government institutions available in the State.

The programme was attended by students, business community, board officials and teaching staffs.

 

Jimmy first IPS among the Galos

ITANAGAR, Aug 09: Jimmy Chiram became the first among the Galos of Arunachal Pradesh to be selected for IPS and his achievement will always be written in red letters in the history of the Galo tribe in particular and the state in general.

Jimmy, son of Marpak Chiram of Dari village under Dari circle of West Kameng district has been selected for Indian Police Service (IPS) through UPSC-2012-13.

He did his schooling from RK Mission, Narrottomnagar, Deomali and was selected for IIT-Guwahati but left that to be selected second time for IIT-Madras from where he did his B. Tech in Electrical Engineering.

Continuing with his studies, he completed his Management from IIM-Bangalore. At present, he is serving as a Manager (Sales) in a Multinational company in Gurgaon.

Meanwhile, Nyochi Ao Welfare Society has congratulated Jimmy for cracking the most prestigious UPSC Examination. The society believes that his success will be a valuable source of inspirations for many other tribal students of the state in the days to come.

 

ALSU for unbiased eviction drive

ITANAGAR, Aug 09: The ongoing eviction drive against government land encroachment carried out by the district administration  comes under scanner and drew flak as Arunachal Law Students Union (ALSU) today termed the current eviction drive as “pick and choose”  basis claiming that few individuals are targeted by the authority and rest are left untouched.

ALSU who raised the vexed issue first however welcomed the authority’s eviction drive but said that it should be carried out uniformly without targeting any particular encroacher. Questioning the manner of drive, it claimed that 90 percent of encroachers are left untouched by the authority. The approach of the authority in dealing with the issue is highly questionable, ALSU added.

 

Posting of senior teachers sought

ITANAGAR, Aug 09: Informing that Govt. Hr Secondary School, Tezu is in urgent need of senior teachers, particularly in commerce stream, the Arunachal Pradesh Congress Committee, Teacher Cell, has asked for posting of more commerce teachers in the school.

In a letter submitted to the Director, School Education, saying that the lone teacher posted at the school is unable to cover the  course; it urged for posting of one more senior commerce teacher for the school.

 

Committee resolves not to allow CRPF’s settlement

ITANAGAR, Aug 09: Continuing its movement against proposed settlement of paramilitary forces in the market shed of Yupia, the Barapani Welfare Committee today registered its protest with the state government.

In a letter submitted to the parliamentary secretary, home, while reiterating the problems that could arise in the area with the CRPF settlement, asked for revoking the proposal.

It said, closing of the Yupia road following construction of the CRPF barracks will hamper children of Barapani Middle School who take the road to reach their school. Instead of allowing the area for settlement of CRPF’s, state government should accord the area to either market or some government department. Public confidence was not drawn while deciding to give the area to CRPF, it said adding Govt cannot undermine the ill effect of the presence of paramilitary in public places.

If the protest of the people is overruled by the govt, there may be gross ill impact, it further declared.

 

Medical camps in Lohit and Changlang

ITANAGAR, Aug 09: Over 365 patients were treated in two medical camps conducted by Arunachal Vikas Parishad (AVP) one at Bhagampur village under Namsai circle and another at Jyotipur village under Dayun circle on August 7 and 8.

Dr. DK Pathak, a full-time worker of AVP conducted the camps, which covered 11 villages in the two circles. The patients suffering from various ailments were provided medicines free of cost after thorough check up.

Meanwhile, the Swami Vivekananda150th Birth Centenary Celebration Committee of Changlang district recently conducted two medical camps in Yanman and Rangkatu village under Asmita Ayam.

In total, 73 patients were treated at Yanman of Khimiyong on August 7 and 61 at Rangkatu village the next day by the mobile medical team. Medicines were also provided free of cost to the patients.

The team also organized two medical camps at Kharsang VKV and Phanyak village of Miao circle in the last week of July where 437 patients were treated.

 

GSU decries granting of bail

ITANAGAR, Aug 09:  Galo Students' Union (GSU) has expressed anguish over granting of bail to the reckless Sumo driver, whose vehicle plunged into deep gorge leading to death of its chief editor Jumpe Kamsi, also vice president Basar Area Students' Union (BASU) on August 5 near Basar without proper investigation despite repeated request by GSU, BASU and many other civil societies.

GSU in a release claimed that the ADC Basar has ordered for cancellation of the bail realizing the grave situation after a team of BASU along with GSU Chief Advisor had met him and discussed the matter thoroughly.

BASU has also declared Chakka bandh for Sumo plying through Basar area and market as well as Govt. establishment bandh till the accused is re-arrested and OC Police Station Basar come back to Basar for explanation.

In the meantime, the GSU has decided to take stern action against all those unruly drivers, who indulge in drunken driving for safety of passengers.

AGSU’s plea to DPGC

ITANAGAR, Aug 09: Responding to the numerous complaints from the parents and class XII (compartmental) passed students  for not getting admission in colleges like Donyi-Polo Government College, (DPGC) Kamki in West Siang district,  a delegation of All Galo Students Union (AGSU) yesterday called on the  Principal of the  DPGC and  requested him to take steps in favour of the  deserving candidates.

In a representation to the  principal, the Union requested to Principal for early expeditions of admission procedure so that the academic routine of the college is not hampered and conducive atmosphere be maintained within the college campus.

The union also requested that the University should fix the last date of college admission while considering the declaration of CBSE Compartmental results.

It further appealed  the parents and students to cooperate with the college administration for smooth functioning of the academic session.

Meanwhile, the AGSU reiterated its demand for cancellation of the proposed public hearing of Tato-I HEP on August 20 next.  While requesting the Aalo DC to cancel the same, it threatened to launch democratic stir in favour of its demand.

While expressing deep shock over the  death of young student leader Jumpe Kamsi in a tragic road accident at Basar recently,  AGSU said Late Kamsi was a sincere and dedicated student activist from Basar area and his untimely death caused the irreparable loss to the Galo community in general and students community of state in particular.

 

UD & Housing dept clarifies

ITANAGAR, Aug 09: Saying that main road of Koloriang town comes under the BRTF, the UD and Housing department, Koloriang today disclosed that the department has made several official request to BRTF authority to hand over the  road network to the department but  the request goes futile.

Reacting to the news item “Koloriang denizens cry out” ( Aug 9), the Deputy director of UD and Housing, Koloriang divison Er Tabang Tabin  clarified that the Department of UD& Housing didn't take up any road drainage on Koloriang town till date. However the Department is going to take up some roads within the Koloriang town for one time maintenance under UIDDSMT, he said. He further said his  department is maintaining the garbage disposal time to time, but unfortunately, division is facing man power shortage and TMT.  It requested all intellectuals and citizens of Koloriang town to cooperate with the department.

While sharing the grievances of the denizens, the deputy director, however, stressed on the need of proper supply of electricity and  streamlining of PDS to mitigate the suffering of local people.

 

E/Kameng DC inspects schools

SEPPA, Aug 09: Deputy Commissioner, East Kameng, Tarin Dakpe along with DDSE, LRSO, Principal, Govt. College, Seppa carried out inspection of Government College, Wessang, KGBV School, DIET, Oju Mission School, Wessang today.

During the inspection the team expressed their dissatisfaction on slow progress of construction work of Government College.

The Deputy Commissioner also visited the District Hospital Seppa yesterday in which he instructed the DMO to immediately shift to the newly constructed OPD block which is already completed. Further, he asked the DMO to make functional the defective X-Ray machine of District Hospital as public are facing acute hardship due to non-availability of X-Ray machine. He also stressed the need for opening of blood bank in the District Hospital since it is the main demand of public. DIPRO

 

Workshop on ‘Info Conduit’

ITANAGAR, Aug 9: A five-day workshop with the title “Info Conduit” (an awareness and information workshop on government departmental aid) began at Chongkham town club yesterday. It is being organised by Chongkham Area Welfare Society (CAWS).

Inaugurating the workshop, K. Nyodu EAC cum BDO of Chongkham subdivision of Lohit district has encouraged the public to step forward and make the best use of this 5 days’ workshop. Lauding the society for its activities, he said the educated youths who have pledged to carry on this noble cause is worth praising.

“Public awareness is very much essential for the development of the society and can help in the smooth functioning of the social machinery”, said Sarahwati Sikang, ZPM of 5th Anchal Chongkham who is also the sponsor of the workshop. The dignified persons present in the meeting were the members of Panchayat Raj Institute (PRI) Chongkham, Officers of various government department, youths and student leaders.

As per CAWS, many illiterate families are yet to obtain their BPL Ration cards and PRC, birth and ST certificates in Chongkham area, so they will not only provide information on various governmental aids but also help those illiterate in filling up forms and teach them the procedure to obtain those certificates and government schemes according to their criteria.

Government officials have assured to provide necessary information’s available to the society.

 

ICDS observes World Breast Feeding Week

ITANAGAR, Aug 09: The Integrated Child Development Scheme project Nirjuli and Banderdewa observed the world breast feeding week 2013 from 1st to 7th August last at Nirjuli-II village with a theme “breast feeding support: close to mothers.” The  AWWs, AWHs, pregnant women, lactating mothers  and adolescent girls and general public took advantage of the  programme. The family sensitization of breast feeding, mother meeting, growth monitoring and counseling on breastfeeding and demonstration were emphasized during the programe. Medical Officer Dr. G Lollen demonstrated the correct position of holding a baby while breastfeeding. Dr Lollen also pointed out the common problems during the breastfeeding.

The World Breastfeeding Week was also observed at Sagalee Aganwadi Centre.  Sagalee CDPO Oyam Panor highlighted the aim and objective of the week and importance of the theme  “Breast Feeding Support: Close to mother” and  emphasized on the need for awareness  campaign at respective Angwandi centre by Anganwadi workers/helpers for maintaining health, hygiene and sanitation.

Utilize social network to take Govt prog to masses:CM

ITANAGAR, Aug 09: Arunachal Pradesh Chief Minister Nabam Tuki exhorted members of the frontal organizations of the Congress, particularly the Arunachal Pradesh Youth Congress (APYC) and National Students’ Union of India (NSUI) State unit, to pro-actively utilize social network to take flagship programmes of the Government to the masses as well as campaign to create awareness on ills of the society.

“This is the age of information technology and the youth members of INC should make optimum use of it for taking the welfare activities of both the UPA and the State Government to the people,” he said while attending the 56th Foundation Day celebration of the Indian Youth Congress today at the APYC Headquarters at Naharlagun today.

Tuki felt that frontal wings of the INC were not sufficiently active in social networking sites and therefore detractors of the Congress were having field-day in such popular sites. He, however, advised the youth brigade not to resort to criticism on individuals.

“Let us participate in conversations and debates on a positive note. Even if they (detractors of Congress) resort to negative criticism or individual attacks, we should positively respond giving them due respect and counter with facts and figures. We should win them over, not widen the distance,” he said while admitting that lot of individuals were very active on social networking sites like Facebook and using the ‘boon of technology’ for personal vendetta. The Chief Minister acknowledged the importance of the Youth Congress as the ‘backbone’ of INC. He said as youths are the backbone of the country, Youth Congress is the backbone of Congress. He emphasized that Youth Congress has a vital role to play in selection of beneficiaries and implementation of welfare schemes of the government.   

He called upon the youth leaders to work for the society as they have all the facilities at their disposal which were not available during the time of the first generation youth leaders like him.

Incidentally, Tuki is the longest active youth leader of the state who served in various capacities before hogging the limelight in state politics. He is credited with the distinction of being the longest serving President of the APYC (from 1988 to 1995) during which time he resurrected the youth movement and laid the foundations of today’s State Youth Congress. He was the NSUI State unit President from 1983 to 1986 and went on to serve as General Secretary of the all India NSUI from 1986 to 1988. He was also the Chairman, North East NSUI Coordination Committee (1984-1986) and Vice Chairman, North Eastern Youth Congress Coordination Committee (1988 to 1983).

Reminiscing his days in NSUI and APYC, Tuki said today’s youth members would be tomorrow’s leaders. He though advised them not worry too much about bagging a berth in top jobs of the party.

“Leadership change is a continuous process. Today we are leading the party and the government, tomorrow you will do it. Just go on doing your duty towards your society and the party and the society as well as the party will pay you back,” he advised.

The IYC Foundation Day was also attended by Parliamentary Secretary Padi Richo and Deputy Chairman, State Planning Board, Takar Marde, both former leaders of APYC, Pradesh Congress Committee General Secretary Minkir Lollen, NSUI and Seva Dal members.

Earlier, APYC President Tadar Niglar stated in brief the history of IYC while General Secretary R N Lalum submitted a memorandum to the Chief Minister with few urgent requirements of the Pradesh Youth Congress including a new office with basic infrastructure.

APYC secretary Marpin Basar, who is also the Chairman of Organizing Committee, spoke on the occasion.

 

 

Mibang stresses on ‘inclusive’ growth

ITANAGAR, Aug 09: Rajiv Gandhi University Vice Chancellor, Prof Tamo Mibang today stressed on protecting local interests, and at the same time keeping in mind the contribution of people from other parts of India in terms of labor and employment to take Arunachal on a path of inclusive growth. Prof. Mibang said this while attending the inter-college debate competition on the theme “Inner Line Regulation is a boon for the people of Arunachal Pradesh” organized by RGU at its Conference Hall. Mibang also enlightened the audience with significant information regarding the inner line regulation and demographic change.

Prof. S. Chaudhuri, Department of Anthropology who was Speaker of the debate shared his views by saying that the provision of inner line regulation needed to be revisited with the prospect of bridging the gap, without endangering the indigenous identity.

The debaters speaking for the motion primarily highlighted on the necessity and validity of the Inner Line Permit towards contributing to the preservation and conservation of the ethnic identity and cultural diversity of the indigenous people of Arunachal Pradesh. The prospect of intercultural dialogue and tourism became the focus of argument for the participants speaking against the motion. The provision of the inner line permit seems to have alienated the people of the state from the rest part of the country, opined the speakers arguing against the regulation. What was worth noting was the level of original thinking and observation on the part of the speakers. Prof Mibang later gave away certificates to all the participants and cash prizes along with trophies to the Winners Tamo Rila, St. Claret College Ziro, First Runner Up Mili Raja, Arunachal Law Academy Leki Village and Second Runner Up Ruth Michichi, Indira Gandhi Government College, Tezu.

Dr. NN Hina, Dept. of Political Science, Dr. J Basar of AITS, and Dr. M. Hazam, Dept. of English were the judges for the event.

Asim Ranjan Parhi from the Dept. of English delivered the welcome address while Bompi Riba from the same department anchored the whole programme. Anil Mili, Deputy Director, Physical Edn coordinated the entire event.

 

 

Assault on engineer condemned

ITANAGAR, Aug 09: Various organizations of the state have vociferously condemned the physical assault on Executive Engineer (Electrical), Kurung Kumey district Narang Gumbo at Damsite Naharlagun on August 6 by a group of miscreants.

Informing that the main attacker is a SSA teacher Tarh Tajuk   of Nyapin circle, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP), urged the city police to immediately arrest all the culprits involved and punish them as per law of the land.

Taking serious note of attack on Govt officer and strongly condemning it, the CoSAAP also urged the SSA state mission director to terminate the service of the teacher. It further urged the state Govt to contain such criminal activities in twin cities and large scale atrocities meted out to the Govt servants throughout the state. CoSAAP also said that the organization or individuals should give free hand to law enforcing authority  to deal with the criminals.

Terming the incident as barbaric and cowardice act, Apatani People’s Forum (APF) condemned the incident in its strongest term.  

The Forum further expressed deep concern on the rising crimes in the state particularly assault on public officers. It said that criminal activities in Arunachal Pradesh are rising at highest velocity and being carried out publicly by miscreants because people are not jointly reacting to such activities. Forum further said that civil society and dwellers at Damsite should help in the investigation process. It also urged the legislators to come out with enactment of special police empowerment Act in coming August session of Assembly.

All Arunachal Pradesh Public Health Engineering and Water Supply Department Workers Union (AAPPHE & WSDWU) also condemned  the attack on engineer Gumbo and demanded rigorous punishment to the attackers.

 

 

Don’t mislead the society: AAPSU

ITANAGAR, Aug 09: The All Arunachal Pradesh Students’ Union (AAPSU), in its meeting on August 7, has strongly condemned SUMA for ‘carrying out anti-AAPSU activities and burning effigy of the AAPSU president publicly.’

The meeting also alleged SUMA of repeatedly posting unparliamentarily comments in social networking site, charging false allegation and passing misguiding information to the student community and general public of the state.

“The immature acts of SUMA members have very much hurt the sentiments of the Apex Students’ body of the state,” AAPSU said in a release. AAPSU urged the students’ community and general public of the state to have faith in apex body of the state and should not be diverted by the false information propaganda.  The various allegations charged against the AAPSU by SUMA are baseless and holds no authenticity, it said.

“The way SUMA is handling the PRC issue itself reflects that concept of PRC issue is not clear to SUMA rather the SUMA is aggravating the issue immaturely,” the release claimed.

“AAPSU is a member of Joint High Power Committee (JPHC) constituted by the State Govt. of Arunachal Pradesh headed by Takam Sanjay, MP (west) and the said Committee has not prepared any such report for submission to the State Government to grant PRCs to non-APSTs settled in Arunachal Pradesh. Hence, all the allegations charged by SUMA are baseless and ridiculous”, the release said.

It is also cautioned that “Member of any other student organizations should not deliberately involve in creating unhealthy atmosphere so that union is compelled to lodge police FIR against such persons.”

While denying the allegations of granting citizenship right in favour of Chakma and Hajong and PRCs to Non-APSTs by AAPSU, the release said that the apex body of the state had never passed any such statement before the media.

Meanwhile, AAPSU President Kampta Lapung exercising the power conferred upon him by the Constitution of AAPSU has directed all the Presidents, General Secretaries of District Students’ Unions (DSUs), Branch Students’ Unions (BSUs) and Community Based Students’ Union (CBSUs) affiliated to AAPSU to strictly adhere to the resolution adopted by the AAPSU on June 30, 2013 in its headquarters NEFA Club Building here on first Special Federal Session of AAPSU.

 

 

APC & APUWJ condemn unruly behavior of Naharlagun police

ITANAGAR, Aug 09: Arunachal Pradesh Union of Working Journalists and Arunachal Press Club have taken strong exception to the unethical behaviour of Naharalgun SDPO Jummar Basar for harassing the members of electronic media and deleting their video footage including the 56th Youth Congress Day celebration addressed by Chief Minister Nabam Tuki at Naharlagun today.

While returning after covering the event, DY365 senior correspondent Mukul Pathak, Frontier TV correspondent Pritam Singh and cameraman Rahul Kumar attracted by a crowd near Lagun Bridge, Naharlagun got down from the car and took footage of an eviction drive.

But the SDPO came charging them for taking footage without permission, contrary to the releases of eviction sent regularly by Capital DC, and asked a cop to delete the footage when the media persons were forced to halt for about 40 minutes. The SDPO in the process of deleting the eviction footage deleted the footage of CM’s function.

How could a police officer behave in such a manner and expect the media person to seek permission for taking footage of an eviction drive being conducted publicly.

While registering strong protest, the media fraternity has demanded disciplinary action against the SDPO which should be made public as he resorted to unbecoming act in public thereby curtailing the freedom of the press.

The APUWJ and APC have threatened to launch non cooperation movement against capital police for such unruly behavior of their official.  

 

 

Vehicle with illegal swan timber seized

ITANAGAR, Aug 09: The forest personnel of Namsai Forest Division led by Rini Riba, DCF seized a vehicle loaded with illegal sawn timber at Namsai forest check gate on August 7 and arrested the driver and the helper of the vehicle.

The seized vehicle was transporting the illegal consignment to Assam, Riba informed.

The DFO has started enquiry after taking cognizance of the matter and the case is under investigation.

The DFO, while taking serious note of such illegal timber trade has reorganized the staff set up of various forest check gates and deployed adequate strength of forest personnel, particularly at Namsai forest check gate in addition to constitution of a patrolling team headed by A Jerang, ACF, who is continuously patrolling the vulnerable locations especially during night.

The DFO has instructed all the Range Officers and forest check gate in-charges under his division to remain vigilant to ensure complete check on such illegal transportation.

Apprehending involvement of some of the unscrupulous forest personnel posted at check gate, he warned that stringent action as per rule will be initiated against those staff found involved in such illegal activities.

 

 

Galo Students Union to organize educational tour

ITANAGAR, Aug 09: Under the aegis of the Galo Students’ Union (GSU), a four week-long Educational Tour covering the entire Galo inhabited areas will commence from August 12 to 28.

Talking to press persons today at the press club, GSU CSU’s president Damik Gameh, informed that the union with ‘Kaju School Inlaju’- an educational tour programme in the entire Galo inhabited areas from August 12, it would visit the entire educational Institutions under its jurisdiction.

“Aimed at quality education for peace, progress and prosperity, it will create awareness about the mismanagements and defects that we see in many of the government run institutes,” he said. The tour will begin from Govt. Hr Sec School, Telam and will conclude at Govt Hr Sec School, Tirbin.

“The remaining schools that have not been included for the tour this time will be done in the next phase. We will try to do educational tour every academic session,” he told.

“It will also impart disciplinary activities among the students like drug abuse and misuse of IT technologies. PRI members will also be enlightened about their basic rights that they are being deprived of by their concerned MLAs.”

Emphasizing on keeping intact one’s culture and identity, the tour will also impart knowledge about musical instruments that is on the verge of extinction.

Expressing discontentment over the recent eviction drives in the state capital, President Gamik Gameh appealed the state government and the district administration to carry out eviction in fair manner and do not engage in ‘pick and choose policy’.

He said, “By doing it, the government is letting us feel like we are being sidelined. Do it in equal manner or do it at all.”

General secretary Binya Ronya, while emphasizing on education, health & hygiene and sanitation for the tour informed that many prominent personalities like activist Jarjum Ete, GWS president Emi Rumi, former NESO general secretary Gumjum Haider and many others will participate as resource persons.

IPR secretary Bhaskar Yomcha saying that many people living in rural areas are not aware of the benefits involved government schemes informed that spot verification will be done of the many schemes for the people to know about the benefits.

He said, “Many schemes are not being implemented and even if it is, people, may be because PRI members do not tell them about it, are yet to avail the benefits. If possible, we will go door to door to create awareness among them.

Meanwhile, general secretary talking of the absentee government employees in West Siang district informed that the association will start democratic movement on the issue.

PASIGHAT, Aug 09: Steps has been taken by the district administration to divert the course of Siku river between Raneghat and Mebo that is posing threat to the Siku RCC bridge.

This newspaper covered a report about the serious threat posed by turbulent Siku river, which attracted attention of East Siang district administration. Later, East Siang Deputy Commissioner, Nidhi Srivastava and officer-in-charge of 1443 BCC, Border Road Organization (BRO) visited Siku river point and took stock of the situation. The district administration later took up the matter with BRO officials and asked them for immediate protective measures.

The BRO is presently engaging its men and machineries at Siku river bed and gradually diverting the flow of water. However, complete diversion of the river course will take some time.

The BRO is also planning to construct two guide bunds at upper and lower reaches of the bridge point for protection of the right bank area from erosion menace.

Siku river, a perennial stream, which collects plenty water at upper reaches, from the confluence of Siku and Sirum streams has increased its size by 10 fold over the last decade and swallowed several hectares of fertile land on its right bank.

The strong current of the river is changing its course towards right side, breached right abutment of the RCC bridge and disrupted road communication along the NH-52 and Mebo-Dhola road as well. Mebo Dhola road connected with the NH 52 at Mebo town portion is the lifeline for entire Mebo Sub-division and parts of Lower Dibang Valley district to connect Pasighat and other parts of Upper Siang district.

Appreciating the efforts to control water flow of Siku river initiated by the district administration, the people of Mebo have demanded the local MLA to closely monitor the works being carried out by the BRO.

On the other hand, this daily covered a series of reports on the pathetic condition of Mebo-Dhola road, which attracted attention of the Central Government. The East-Arunachal MP cum Union Minister of state Ninong Ering recently visited incompletely abandoned Taro Tamak steel bridge and Kadang bridges along the road and taken stock of the public grievances. He was reportedly impressed on primitive surface communication along the Mebo Dhola road and laid emphasis on early completion of the bridges.

 

 

PGHMS Governing Body meeting  held

PASIGHAT, Aug 09: While chairing the 7th Governing Body Meeting of the Hospital Management Society (HMS) of the Pasighat General Hospital yesterday, the Deputy Commissioner Nidhi Srivastava said our mission is to ensure and provide good and affordable healthcare to the people and the governing body is legally responsible for up-gradation and betterment of the hospital activities and therefore they must have good planning and strategies which can help the hospital authorities to provide better and advanced treatment facilities.

However, expressing dismay over the power fluctuation in some major units of the hospital she said procurement of one line transformer especially for the hospital would be taken up soon. She also assured to take necessary steps to introduce Police Beat office, retiring room for visitors and hanging of religious portraits in the hospital premises.

Srivastava further said the authority should deliver better service to the people and called for  more vigorous and pro-active role from them and emphasizing on the need to conduct the health related activities in the far-flung and inaccessible areas where the need and necessity is felt more, she informed that a “Health Conference” would be conducted in Pasighat this month which will be followed by Blood Donation Camp.

DC directed the hospital authorities to ensure regular checkup of the Under Trial Prisoners by medical officers. She stressed on Biomedical waste management and asked the Municipal council and Urban Development department to keep the hospital and nearby areas clean.

Earlier, ZPC Kaling Dai, PMC Chief Councilor Denong Tamuk and his deputy Atik Pertin and ZPM (Bogong-I ) Okom Yosung presented their suggestions to hospital authorities and raised various difficulties being faced by the locals.

JDHS Dr. K Lego informed that the hospital is doing the best to enhance the safety and quality of health services for the benefit of patients.

Concern over delay in RDC installation in Ruksin CHC

RUKSIN, Aug 09: Inordinate delay in installation of Regional Diagnostic Centre (RDC) at Ruksin Community Health Centre (CHC) is causing a great deal of dissatisfaction among the local people.

Set up in 2003 at Assam-Arunachal boundary here, Ruksin CHC is the only government hospital and First Referral Unit (FRU) in the area. It caters to a population of about 10,000.

The much hyped RDC, which was sanctioned in 2006, will have equipments like Ultra-Sonography (USG) and Computerized Tomography (CT) scanning machine besides other diagnostic machines.

The former in-charge of Ruksin CHC Dr N Angu told this reporter that the CHC building was not suitable for installation of those machineries.

The costly machines and equipments are still lying unused in the hospital for the last several years under the reason best known to the top ranking health department officials.

It was said that the RDC machines, if installed in Ruksin hospital, will benefit citizens of the three Siang districts and other areas. Lack of modern healthcare facilities in the local hospitals is forcing the poor patients to go either to Dibrugarh or Tinsukia in Assam for complicated cases.

The local people alleged that the Pasighat-West MLA, Tangor Tapak, who himself is a doctor and former health minister of the state has miserably failed to initiate any effective steps for introducing the RDC in service of the local people.

It is pertaining to mentioned that the state’s Health & Family Welfare Minister, Atum Welly recently visited Ruksin CHC and took stock of its present condition. He assured to initiate action regarding the RDC installation after discussing the issue with health directorates. The local people are now eagerly staring at the health minister’s action in the days to come.

 

 

DLVMC meets discuss Poverty Alleviation Programme under DRDA  

AALO, Aug 09:   The District Level Vigilance and Monitoring Committee meeting was held under the chairmanship of West Siang Zilla Parishad, Chairman Yaman Bagra at Aalo recently.

Initiating the discussion, the DC cum Member Secretary M K Sahoo said that such participatory and interactive nature of meeting at regular interval is always important to assess the success, shortcomings and lacunae to go for corrective measures. Disclosing that the CAG report pertaining to schemes implementation in the district is not encouraging, he asked Executing Agencies to avoid procedural lapses and discrepancies that contravene the set up guidelines leading to litigation and administration problems. It is a cause of concern that most of the roads and other assets created are either not renovated or abandoned and benefits meant for the rural people go waste. He asked all HODs and Executing Agencies to provide lists of all completed works and appealed the newly elected PRI leaders to take care of education and health sectors where we are lagging miserably considering the past of trend of quality education and health delivery system. The elected leaders should take the collective responsibility as a part of the Govt. at the grass root level on posting and duties of teachers, doctors, sanitation for girls at their respective places as administration alone cannot look into the entire problems of the district. The BDOs should file success stories with photographs and due consideration should be taken to ensure equal distribution of benefits to the poor and needy people. Expressing his anguish over absenteeism in such important meet, the DC said such practice will not be tolerated.

In her key note address, Yaman Bagra said that transparency among the HODs and BDOs while taking up the schemes is important to do away confusion and know development works that are taking place. The PRIs members should taken into confidence while formulating the policy and programme in the villages. It is important to make spot visits to assess the public demands and problems and keep in touch with the Govt. Agencies to start need based schemes in their respective areas.

PD DRDA, Dege Ete said that incomplete reports without proper data inputs and photographs by the BDOs have been noticed and in future the feasibility and viability reports will be obtained before the schemes are sanctioned. Senior Accountant DRDA Aalo presented the physical and financial achievements CSS for the year 2012-13.

Most of the ZPM and Chairperson Anchal Samiti Members pointed out their problems like decentralization of procurement, identification of old age pension and payment, non release of bank loan component by SBI Aalo in time, proper monitoring of schemes under RMSA, SSA and implementation of transfer and posting of teachers were also discussed. Independence Week celebration begins

PASIGHAT, Aug 09: The first ever “Independence Week” is being celebrated at the Bharat Scouts & Guide hall, Pasighat, which was formally inaugurated today by the Deputy Commissioner Nidhi Srivastava amidst students, academicians and officers.

The weeklong program is being jointly sponsored and organized by the District Administration and SBI, CBI, APRB, HDFC, Vijaya bank, Cooperative Apex Bank, Canara Bank and Axis Banks.

Speaking on the occasion, Srivastava said, “the concept of education has undergone sea changes in the new millennium. The students should be ambitious and project excellence in academic, physical, cultural and spiritual attainment too”. No education is complete if it ignores the challenges and demands of the time and I take pride in preparing my students to complete in the competitive world and my endeavourer is to ensure that our academic services are the very best and of national standard.

Education is an inward journey that gives a clear mind to face the world outside and the students must grow in intelligence and sensitivity through meaningful experiences in classroom and outside. She further said, political freedom is not enough and we must safeguard the precious lives of our youths while marching ahead to build a drugs and alcohol free society. She hoped that involvement in extracurricular activities will help the children to get opportunities to develop spirituality, creativity, leadership and involvement in the wider life of the school and beyond. The administration also wanted to imbibe into the pupils the beauty and the aesthetic sense of the Indian culture by conducting painting, recitation, songs and dance competitions during the.

Among others, the Chief Managaer (SBI) Alok Kr. Das and DDSE also spoke on the occasion.

On the first day, twenty two students from middle school standard participated in a recitation competition and a panel of judges was constituted by the Chief Managaer (SBI) Alok Kr. DLVMC holds meet to streamlines PDS in West Siang

AALO, Aug 09:  In its continued effort to streamline the public distribution system and mitigate flow of essential ration commodities to the needy people, an elaborate meeting of District Vigilance and Monitoring Committee on PDS was held under the Chairmanship of West Siang district Deputy Commissioner M K Sahoo at Conference Hall of DC office yesterday.

Chairing the meeting the DC stressed on conduct of quarterly meet to know the functioning of the distribution system in the district. He asked the PDS contractors to make continuous effort to lift essential commodities rice, wheat, iodized salt, sugar, kerosene to 28,122 APL, BPL ration cards holder in time and any hurdles faced by them should be reported to the administration to take up directly with the Food Corporation of India. Due care should be given to the needy consumers in the far flung areas of the district and distribution of wheat  in the Fair Price Shops is reported to be irregular in many places and it started soon  to meet up the shortcomings in the rice supply. He also requested the PRI members to keep in tune with the Supply department on timely flow of essential ration items in their respective areas.

Participating in the discussion, the West Siang Zilla Parishad Chairperson Yaman Bagra also stressed on timely dispatch of essential commodities to the needy people and insisted on distribution of kerosene oil quotas to the areas where there is more electricity problem. The  West Siang DF&CSO T Ketan elaborated on monthly allocation and issue of ration cards to APL, BPL AAY, criteria for lifting of PDS items From FCI, delay and lapses of PDS  items distribution, checking of HTS bills, delivery of SK oil to retailers etc.

The Carriage Contractors, wholesale nominees, Fair Price Owners and DLVMC members who attended the meet also highlighted on the problems faced by the people.

Karma Jerang, S K oil dealer Kaying expressed his strong resentment on drastic cut down on kerosene allotment and expressed his problem to cater the needs of eight circles under his jurisdiction where people face more electricity than other parts of the district. DIPRO

 

 

IDEA hosts training on IGA and NEREGA at Pachin

ITANAGAR, Aug 09: Itanagar Diocesan Empowerment Association (IDEA) conducted one-day long training programme on Pickle Making and NEREGA at Pachin with the support of Caritas India here on Friday. The training aimed at motivating the SHG members to engage in innovative in income generation programme and encouraging small enterprises for increased employment opportunities.  

Exhorting the participants to maintain the cultural and traditional practice of our own tribes, IDEA Deputy Director Sr. Lissy further informed about the various alternative livelihood options to achieve sustainable development and empowerment of women SHGs such as making various types of Pickle. She added Arunachal is rich in natural resources which are the gift of god which is abundant. So she gave inputs on how to make Pickles of various types and on the other hand IDEA Programme Coordinator Sr. Mercy demonstrated how to make pickle practically to the SHG member.

She took lemon, chilly, meat, fish, grouse beery etc and also the requirement of spices like mustard oil, garlic, onion and made for them. Latter she distributed leaflets to the participants about its process and steps to them.

In the afternoon session IDEA project coordinator Sanjit Basumatary and H. Nikom sensitized on NEREGA and Federation for the SHG women’s of Naharlagun. During his session Basumatary gave lecture on formation of federation and its vision and mission. He explained about its rules and regulations and benefits under NEREGA. The resource person also responded to the queries of the participants and cleared their doubt regarding NEREGA.

All together 56 participants benefited from the training programme.

Before the session got over the participants gave feedback and shared some of the success stories to their co partner (SHGs).

 

 

Panchyat coordination meeting held at Likabali

AALO, Aug 09: A coordination meeting with ZPM, Anchal Chairperson, ASMs of 9 Likabali Anchal Samity was held under the chairmanship of SDO Likabali Tayom Bage recently.

Outlining the objective behind the meet Bage and CO-cum-Member Secretary-cum BDO Jumkar Karbi elaborated the importance, responsibilities and accountability so as to avoid any hindrance in the process of positive development. They also emphasized and dwelt at length about the power and function of PRI members enshrined in the Constitution 73rd Amendment Act’1992 and Arunachal Panchayati Raj Act 1997. The SDO Likabali and CO-cum-BDO Likabali also sought the cooperation and coordination of all the PRI members and all Heads of offices for smooth and timely implementation of different development schemes and programmes sponsored by govt. within Likabali Sub-Division.

Bijon Bhattacharjee, Joint BDO Likabali CD Block highlighted on the various developmental activities being carried out under RD programmes.

Anchal Samity, Chairperson Henken Dini emphasized on peace and mutual cooperation among the govt. departments, PRI members and public for tangible development of the area.

CCSC lose 0-2 to GMSC in do or die match

ITANAGAR, Aug 09: Heartbreak resonated from the Rajiv Gandhi Stadium in a do-or-die match for Capital Complex Sporting Club (CCSC) as Gora Makik Sporting Club (GMSC) beat them 2-0 to register their place in the knock-out stages of the IVth Eagle Trophy Invitational Tournament today.

After having lost their second match to ITBPF on Tuesday by a margin of 3-nil meant that CCSC had their task cut-out if they were to have any chance of getting through to the next round of the tournament. And early on in the match, it looked as though they would.

The first ten to fifteen minutes offered several chances to both teams to take the lead and get that much closer to the securing a spot in the quarter-finals of the tournament. CCSC no.7 Techi Tatra gave his team mates in the bench much hope when he came close to scoring but missing out on his chance to convert. It wouldn’t be long until a change would come in the score board, when on the 22nd minute Tamchi Tassung of GMSC gave his team the lead.

The first-half and indeed almost all the matches played so far in the tournament showed how much work needs to be done by the teams when it comes to handling set-pieces as a series of free-kicks were squandered away by both teams.

Two minutes before the break, a great through ball managed to find Prahlad Borah but a lack of force behind the shot meant that CCSC were still trailing in the match. A free-kick awarded to GMSC in injury time, managed to beat the CCSC goalkeeper and the goal post.

The Capital Complex boys came out stronger looking for that equaliser in the next half of the match and fans of the team leapt from their seats when they scored early on in the second-half. The goal however, was ruled out by the referee for reasons that could not be clarified off the field.

Nonetheless, GMSC looked undeterred and went on to extend their lead thanks to Loi Kena scoring in the 44th minute of the match.

It just was not CCSC’s day as they failed to find their rhythm in front of goal missing out several close chances as play progressed. Full time and score read 2-0 to GMSC which meant that CCSC are now out of the competition.

In the day’s earlier match, the Tarh United SC players showed much heart as they went down fighting against one of the tournament favourites, Bamang Taji FC.

Star striker Toko Poliam helped his team BTFC find their footing in the first half after securing the lead on the 27th minute of the match. Tarh United were unable to find a fitting reply and went into the break trailing.

When play resumed for the second half, the nightmare for Tarh United would get worse around the hour mark when two back to back goals by Rocky Ramching and Ganga Rimo in the 61st and 63rd minutes of the match would effectively take the game out of Tarh United’s hands.

Tomorrow’s last league matches will be played between West Siang (Basar) FC and Tatung Welfare Society, followed by a clash between Ganga Arrows FC and Doimukh FC.

High hope from APPSCE

Various article of concern regarding possible fraudulent approach to upcoming combine civil AE exams has surfaced in the last couple of days. It is indeed a serious subject that the photograph which forms an identity of the candidate during the written exams and its consequent viva voice has not been pasted in the calling letters.

In fact, little mistakes of this kind by the commission (APPSC) can enable ill willed candidates to adopt unethical means through several modus operandi to clear the written exams. For instance, benami candidates might be used by the unprepared candidates to get through the written test.

In addition to first possibility, use of SMSes by candidates seeking help from pre-mediated accomplices using mobiles phone also cannot be ruled out. In the past many candidates have been seen sneaking in their mobile phones into examination hall despite ban on their use. Although such practices are unheard in APFSC exams, many such cases have been reported in departmental exams before.

Besides the use of mobile phones, copying, gossiping and sharing objective answers among candidates often goes on inside the hall. Invigilators   are often found to be not smart in doing their duty properly.

Therefore the commission should look into these little but discreet things so that fair and justified exams can be conducted. I am sure the esteemed commission will do justice to all deserving candidate in comings days so that the faith and trust of the talented and deserving candidates on the integrity of the commission are upheld.

Let the purchaser be aware

Dear Editor,

The literal meaning of Arunachal Pradesh is “the land of rising sun”. But I think it is better and appropriate to call it “the land of rising price”. Because every day prices of essential commodities are rising just as the sun rises from our state.

Besides rising prices of commodities, there is no price uniformity of goods in the same market. One day, it so happened that my friend and I were in the market to get kitchen stuff and we enquired about the price of potato in 3(three) shops and most interestingly each shop charged different prices. It is like a daily diet for us to counter and bargain with the shopkeeper for charging higher price than the actual price. The symptom of the disease is crystal clear. Most of the time, we, the purchasers tend to walk away with goods instead of bargaining the price charged by shopkeeper. Because many of us think that our prestiges will lowered if we resort to bargain or lessen the price of goods.  In fact, all our think tanks and the authority concerned do compromise with this ill-practice and menace and do not seem to perform their duties to regulate it thereby curbing down the rising prices of various essential goods and commodities in the markets. In one way or the other, they are also part and parcel of this price hike may be because they are getting their pockets filled with much-talked ‘Chai-pani karcha’ as their share for not regulating it.

One thing, I don’t understand is why shopkeepers increase the price of goods three times to four times more than the price in Harmuty & Hollongi. I believe they don’t pay carriage cost as per kg system or on item wise. I would like to remind our people that each passing day, unemployment is soaring and such sky touching prices of essential commodities are rising in our state. Indeed, it is very difficult for many of us to get handful meals in this monopolistic state especially for the unemployed youths dwelling in the Capital Complex.

On my personal level, it is my ardent appeal to every consumer to be aware of their rights which are clearly enunciated in “Consumer Protection Act, 1986” and “Competition Act, 2002”. We can bring to books any default shopkeeper in Consumer Redressal Forum and that too free of cost (without court fees). If we do not avail and invoke these consumer friendly laws whenever our rights as a consumer are infringed with, it will remain merely as an enacted document of laws which are allowed to be buried under the ravages of time for lack implementation and awareness on the part of the consumers themselves and the Govt. Concerned.

Despite having forlorn hope, it is my fervent request to the Home Dept. GoA, concerned District administration, all Bazar Committees and NGOs to regulate the markets and check illegal hiking of prices of the commodities under the whims and wishes of the shopkeepers. Gear up to protect the rights of every consumer and explore the feasibility of establishing a true, meaningful and effective Consumer Forums or Associations in the state which could shoulder the responsibility of taking up various grievances of the consumers particularly for the poor and ignorant one.

Kimin ignored

Dear Editor,

Is not Kimin part of Arunachal Pradesh or India????? People of kimin are still living life style of ancient man. Today I raise my voice on behalf of poor citizen of Kimin to the deft eyes and ears of our state government. I wonder why citizens of Kimin are being ignored by our State Govt so far. Sometime the problems of power and the road communication compel us to feel that we are refugee living in the state. Kimin town is in dark phase since long decade. For the dwellers of Kimin town it is becaming impossible to survive in this extreme hot  weather without power. All the electronic appliances are lying unused viz fan without function, phone without battery backup, T.V, Fridge, system, Laptop with full of dust.

The pathetic road condition between Kimin and Potin is another major problem. We have to scan our pocket before going on a drive between Kimin and Potin because servicing of vehicle is must after drive. It is my humble request to the state government to pay their attention towards the problems of Kimin citizens.

Adverse impact of climate change

By 2030 the Himalayan region is likely to be two degrees warmer on an average according to a study conducted by the Uttarakhand government. The study notes that the "spatial pattern of the change in the lowest minimum temperature and the highest maximum temperature suggests warming by one to four degree towards 2030s."

These findings were disclosed in the Rajya Sabha by science and technology minister S Jaipal Reddy.  The study was done to address the possible adverse impacts of climate change. According to the report, "the mean annual temperature is projected to increase from 0.9 (plus-minus) 0.6 to 2.6 degree (plus-minus) 0.7 degree in the 2030s."

It also said the frequency of rainy days is set to decrease in most parts of the country, except in the Himalayas, the northwestern region and the southern plateau. "The intensity of the rainy days are likely to increase by 2-12 per cent in the Himalayan region, northeastern region, western and northwestern region and southern eastern coastal region," it said.

It also said the water yield in the Himalayan region is likely to increase by five top 20 per cent in most of the area, with some areas of Jammu and Kashmir and Uttarakhand showing an increase of up to 50 per cent with respect to the 1970s.
